You can display what APPN thinks is the last known good location by using the following command:
D NET,ADJSSCPS,CDRSC=CICSCC
The system responds as follows:

ADJACENT SSCP TABLE FOR CICSCC IN NSIN

In the case where the state of the device is PDSRCHLST you can use the following command to find the problem SID:
d net,srchinfo,sid=xxxxxxxxxx where xxxxxxxxxx is the session id.
Then use the terminate command to kill that session and the logjam should break.
The terminate command:
V NET,TERM,SID=XXXXXXXXXX,TYPE=UNCOND,SCOPE=APPN
